Doudlah Farms — Old World Popcorn Launch (VAPG Grant)

Overview

The planned launch of branded Old World Popcorn packaging is on hold as of October 2025. A federal government shutdown is blocking delivery of the VAPG (Value-Added Producer Grant) acceptance letter, which was expected to take effect October 1. Because grant reimbursement cannot cover costs incurred before the official acceptance date, Doudlah Farms is unwilling to place a large packaging order out-of-pocket.

The interim approach is to continue fulfilling Old World Popcorn orders using plain Uline bags. All packaging designs should be finalized now so the order can be placed immediately once the grant is approved.

Background

Doudlah Farms was awarded a VAPG grant intended to cover popcorn-related marketing and packaging costs, including:

The grant was set to begin October 1, 2025, but the federal shutdown prevented USDA from issuing the formal acceptance letter. Any expenditure made before that letter is received is ineligible for reimbursement.

The planned branded packaging would replace the current Uline bag + sticker approach with fully printed bags in multiple sizes (1 lb, 3 lb, 25 lb), giving Old World Popcorn a more retail-ready appearance on Amazon and elsewhere.

Current Status

Item Status
VAPG grant acceptance letter ⛔ Blocked — federal shutdown
Branded bag/box order ⏸ On hold pending acceptance letter
Packaging designs (bags, boxes) 🔄 In progress — Lucy finalizing
Interim Uline bag orders ✅ Continue as needed
FBA inventory (white + yellow popcorn) ✅ ~4 months of stock on hand

Key Decision

Do not place the branded packaging order until the VAPG acceptance letter is received.

Rationale: A large packaging order placed before the acceptance date would be entirely out-of-pocket and ineligible for grant reimbursement, effectively wasting the grant's intended benefit. The cost savings from waiting outweigh the delay in launching the improved packaging.
