Lincoln's preferred approach: add Quarra Italia as a dedicated main navigation tab on the USA site. Clicking it would open a brief landing/bridge page that describes the relationship and links out to the Quarra Italia website.
AAG will develop a set of options for how to implement this, balancing navigation clarity against keeping the top-level menu from becoming overcrowded.
